Attachment 2

8A
Page 22

City of Redwood City
FY 2009-2010 Budget Amendments - September 2009
Detail of Recommended Proerammatic Chanees

GENERAL FUND

Parks, Recreation and Community Services (PRCS)

Employee Costs
Supplies and Services
Internal Services
Capital Allocations

(557,761)
(0)
(0)

Total:

(557,761)
-3.8%

Percentage of Reductions:

Employee Reductions in FTE
Vacant
Filled
Total

1.59
4.50
6.09

Description of Proposed Reduction
The department's reductions include the elimination of the following positions: 1.0 FTE PRCS Manager,
1.0 FTE Recreation and Community Services (R&CS) Supervisor; 1.0 FTE Facility Aide; 1.0 FTE
Administrative Clerk III; 0.82 FTE Recreation Specialist II (vacant); 0.77 FTE R&CS Coordinator I (vacant);
0.50 FTE of the R&CS Coordinator II (Child Care). Additionally a 0.23 FTE, R&CS position has been
added.

Service Level Impacts
The loss of the PRCS Manager position would severely limit our ability to support the completion of
Capital Improvement Projects within the Department and throughout all City Facilities, and will reduce
our ability to use Park Development Impact Fees within 5 years of their receipt. The elimination of a
Supervisor position will require a Department reorganization that eliminates and redistributes tasks to
2 versus 3 Supervisors. All external and internal Customer Service functions will be consolidated into
the Red Morton Center with the exception of one Administrative Support person who will remain at
Fair Oaks Community Center. The public will be less able to access Department staff for an immediate
response and will have to adjust to the new location. This change combined with the reduction of the
equivalent of 1 Facility Aide will result in fewer hours and spaces available to local non-profit and
community groups free of charge. Lastly, PReS and the Police Department have split funding for a
Recreation Coordinator II to coordinate afterschool sports programs Citywide. This budget would
increase the percentage of that position paid by PRCS to .73 FTE.

12
