Repayment of these <br />deferred revenues is scheduled within two business days of April 28, 2010. <br /> <br />4. Contains language that allows local govemments to temporarily use Prop 1 B Local Street <br />and Road allocations for HUT A purposes. (Similar language was Included in the previous <br />HUT A deferral legislation that the state adopted for cash flow purposes in 2008, AB X3 7, <br />of 2008). <br /> <br />5. Contains language requested by the League that also allow local governments to <br />temporarily use any available cash in local special funds. <br /> <br />Local governments would obviously prefer that no there is no deferral of these revenues. <br />However, the included language is preferred to existing law because it: <br />. Repays the July and August deferrals; <br />. Shortens the total deferral period from six months to five; <br />. Provides an identified date for repayment that was not included in the previous language; <br />and <br />. Includes some additional flexibility for locals to use Prop 1 B revenues and special funds <br />during the deferral window. <br /> <br />Redevelopment Clean Up (AS 186/58 68): League staff has not yet been able to obtain a copy <br />of language that will alter several provisions of the redevelopment legislation, AS X4 26 (Budget <br />Committee). This bill diverted $2.05 billion of local redevelopment funds for state purposes. The <br />changes to this legislation will supposedly clarify several aspects of the legislation including <br />authorizing county auditors to use data from the most recent fiscal year available for purposes of <br />allocating the reductions among agencies. <br /> <br />Another clarification ensures that local agencies can use funds contained within existing low- and <br />moderate- income housing funds to make required payments. Nothing In this proposal appears to <br />have any bearing on the anticipated litigation that is expected to be filed soon by the California <br />Redevelopment Association contesting the constitutionality of the proposed diversions of <br />redevelopment funds for state purposes. <br /> <br />'Workshops' Continued from Page 1... <br /> <br />The Legislature authorized California Communities to securitize property tax revenues owed to <br />local agencies as a result of the suspension of protections enacted by the voters under Prop. 1 A <br />in 2004. Securitization will enable impacted local agencies to receive 100 percent of the amounts <br />due to them at the time at which they would otherwise be impacted by property tax shifts. <br />Participation in the securitization program is free.
