REPORT

6.1F
age 1

September 14, 2009

SUBJECT
Public Allies San Francisco/Silicon Valley Agreement for AmeriCorps Service Positions at Fair
Oaks Community Center.

RECOMMENDATION
Approve and authorize the City Manager to sign the Public Allies San Francisco/Silicon Valley
Agreement 2009-2010 for AmeriCorps Service Positions at Fair Oaks Community Center and
the Public Allies San Francisco/Silicon Valley Memorandum of Understanding 2009-2010.

BACKGROUND
Over the last three years, the City has partnered with Public Allies San Francisco/Silicon Valley
(formerly known as Public Allies Silicon Valley) for the placement of an AmeriCorps Public Ally
as a part of the Information and Referral Program staff - expanding from three to four Human
Services Specialists.

The addition of the Public Ally has made it possible for the City to better meet the demand for
services at the Fair Oaks Community Center and for our information and referral program to
develop more comprehensive services for homeless individuals and families in our community.
This has been an important contribution to our own City's efforts to assist homeless individuals
and families in the context of the countywide effort to end homelessness (HOPE Plan).

For Fiscal Year 2009-10 the Fair Oaks Community Center Information and Referral program
has an additional opportunity to prevent homelessness for families and individuals in our
community by accessing federal stimulus dollars to provide rental and deposit assistance for
households at risk of becoming homeless. The City will place a second AmeriCorps Public Ally
at Fair Oaks Community Center to provide homeless prevention case management services
required by the federal stimulus programs.

Grants from the County of San Mateo and a private foundation will fund the two AmeriCorps
positions for the Information and Referral Program for FV 09-10.

The agreement covers the period from September 2009 to June 2010. Redwood City will pay
Public Allies San Francisco/Silicon Valley a total of $27,754 toward the two Allies' stipends.

ALTERNATIVES
Council could make modifications to the contract or decide not to approve the contract.

FISCAL IMPACT
Grant funds have been secured and already appropriated in the Fiscal Vear 2009-2010 budget
to pay for the Public Ally placement.

~

Human Services Manager

0- Q!;?-f

Corinne Centeno
Parks, Recreation, and Community Services
Director
