<br />6.1G <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 14, 2009 <br /> <br />SUBJECT <br />Memorandum of Understanding between the City of San Carlos and the City of <br />Redwood City for improvements to the San Carlos Levee <br /> <br />RECOMMENDATION <br />Approve, by motion, the Memorandum of Understanding between the City of San Carlos <br />and the City of Redwood City for improvements to the San Carlos Levee and authorize <br />the City Manager to execute the same. <br /> <br />BACKGROUND <br />The city is currently undertaking a levee improvement and certification project to raise <br />the height and certify the perimeter levees in the Redwood Shores area. The Federal <br />Emergency Management Agency has determined that a segment of levee near the San <br />Carlos Airport and Highway 101, bordering the Steinberger Slough, must also be <br />improved and certified to provide complete flood protection for the Redwood Shores <br />Peninsula. <br /> <br />That segment of levee is owned by the City of San Carlos. After extensive staff effort to <br />coordinate the responsibility for the required improvements, the agencies involved have <br />preliminarily agreed that Redwood City will take the lead in the design and construction <br />of the necessary improvements and recover the project cost through reimbursement by <br />San Carlos. This Memorandum of Understanding governs the funding and <br />reimbursement arrangement between Redwood City and San Carlos for the work to <br />improve the San Carlos Levee. The San Carlos City Council approved this <br />Memorandum of Understanding on July 28, 2009. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the Memorandum of Understanding and direct staff <br />to modify the terms of the Memorandum. <br /> <br />FISCAL IMPACT <br />For the short term, sufficient funds have been appropriated in the GID 1-64 and the <br />Capital Projects Fund budgets for the up front costs of the levee improvements. The <br />City of San Carlos intends to form an assessment district within San Carlos to <br />reimburse Redwood City for the cost of improvements. <br />
