CONSENT CALENDAR <br />Mayor Howard stated that item 6H is being pulled and will be heard at the next City <br />Council meeting of April 12. <br />Motion and second, Reddy and Aguirre to approve all items on the Consent <br />Calendar, except 6H, passes unanimously by roll call vote. <br />6.A. 2020 Annual Housing Progress Report (205) MO 21-040 <br />Recommendation: <br />By motion, accept the 2020 Annual Progress Report (APR), as recommended by <br />the Planning Commission, and authorize the City Manager to submit the APR to <br />the State of California Department of Housing and Community Development <br />(HCD) for certification in compliance with Government Code Section 65400 <br />(Administration of General Plan). <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.B. Award contract to Fehr & Peers for the Citywide Bicycle and Pedestrian <br />Master Plan and the Vision Zero Action Plan (304) MO 21-041 <br />Recommendation: <br />By motion, authorize the City Manager to execute the agreement for services <br />with Fehr & Peers for the Citywide Bicycle and Pedestrian Master Plan and the <br />Vision Zero Action Plan in the amount of $140,000, with additional optional <br />community outreach tasks in an amount not to exceed $39,943, for a total <br />contract total of $179,943. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.C. Findings that the adopted Reach Codes local amendment is reasonably <br />necessary because of local climatic, geological, and topographic conditions <br />(305) RES(0013)15941 <br />Recommendation: <br />Adopt a resolution adopting findings of necessity and need for amendments <br />and additions to the 2019 California Energy and Green Building Standards <br />Codes. <br />Page 2 of 8 <br />
