6.D. - Page 1 of 25 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: April 12, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Waive second reading and adopt Zoning Ordinance amendments to comply with State law and reduce <br />barriers to child care by increasing locations where child care is allowed and streamlining the child care <br />review process <br />RECOMMENDATION <br />Waive second reading and adopt an ordinance implementing zoning amendments related to child care <br />regulations for large family child care homes, child care centers, and child care development standards. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Children and Youth <br />BACKGROUND <br />On March 22, 2021, the City Council introduced (7-0) amendments to the Zoning Ordinance related to the <br />City's child care related zoning amendments. The March 22 staff report explains the revisions as originally <br />proposed is attached to this report (Attachment B). The following is a summary of the approved zoning <br />amendments: <br />• Allow large family child care homes with up to 14 children by right as required by State law. <br />• Allow child care centers in residential zoning districts with a Use Permit.
