6.D. - Page 20 of 25 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 22, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Waive first reading and introduce Zoning Ordinance amendments to comply with State law and reduce <br />barriers to child care by increasing locations where child care is allowed and streamlining the child care <br />review process <br />RECOMMENDATION <br />Waive first reading and introduce an ordinance implementing zoning amendments related to child care <br />regulations for large family child care homes, child care centers, and child care development standards. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Children and Youth <br />BACKGROUND <br />The City's Zoning Ordinance requires regular updates to reflect ongoing land use changes. There are <br />existing regulations that are no longer applicable, or that require updating due to changes in State law, or <br />that require process improvements. On July 21, 2020, the Planning Commission held a study session to <br />discuss potential amendments to the Zoning Ordinance, including child care -related changes and <br />miscellaneous zoning ordinance updates. At the study session, staff provided an overview of the new State <br />law requirements and provided policy questions for discussion. Upon Planning Commission request, staff <br />has separated child care amendments from the other miscellaneous amendments given its importance as <br />a top strategic priority. This report only addresses changes related to child care. <br />On December 1, 2020, the Planning Commission considered the proposed child care amendments with a <br />focus on large family child care homes, child care center regulations in residential, commercial, and mixed- <br />use zoning districts, and child care development standards. The Commission had questions regarding <br />State licensing requirements and health and safety standards for child care facilities.
