7.A. - Page 1 of 53 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 12, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Zoning Ordinance amendments related to Accessory Dwelling Units (ADU) <br />RECOMMENDATION <br />Waive first reading, and re -introduce Zoning Ordinance amendments to Accessory Dwelling Unit <br />requirements, retaining specified 2019 ADU Ordinance privacy standards for detached second story ADUs, <br />and applying these regulations as well as maximum height standards to detached ADUs on multifamily <br />lots. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On March 8, 2021, the City Council introduced amendments to the ADU Ordinance by a vote of 7-0 in <br />favor. After obtaining public comment and City Council deliberation, the City Council amended the draft <br />ordinance to allow a maximum height of 20 feet for detached ADUs. The amended height would allow <br />both standalone two-story detached ADUs and second -story ADUs, and would be applied to attached <br />ADUs within the rear yard setback. <br />The ADU ordinance is being re -introduced to clarify staff's recommendation to retain privacy regulations <br />adopted in 2019 while removing limitations on the size of second stories above a garage and removing <br />plate height limits on second stories. Staff believes these two provisions are no longer needed as second <br />story ADUs no longer need to be above a garage and because overall height limits will be set for ADUs, <br />meaning a second story plate height limit is likely to be unnecessarily restrictive.
