8.A. - Page 1 of 73 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 12, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Consider an ordinance and an urgency ordinance to require COVID-19 Hazard Pay for large grocery store <br />and large drugstore workers <br />RECOMMENDATION <br />Adopt an Urgency Ordinance to require large grocery stores and large drugstores to provide hazard pay <br />to their public facing employees and introduce an Ordinance to require large grocery stores and large <br />drugstores to provide hazard pay to their public facing employees. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Equity <br />BACKGROUND <br />At the March 8, 2021 City Council meeting, Councilmember Lisette Espinoza- Garnica submitted a <br />Councilmember referral asking the full City Council to direct staff to develop for future City Council <br />consideration an ordinance to provide temporary hazard pay for employees of large grocery and <br />drugstores. After City Council discussion, the City Council directed staff to draft both regular and urgency <br />hazard pay ordinances for future City Council consideration based on additional analysis and utilizing <br />similar ordinances recently approved in other San Mateo County cities as examples. <br />As directed by the Council, two draft ordinances are proposed for action by the Council. The ordinance <br />attached to this report as Attachment A is an urgency ordinance and, if adopted by at least 5/7 vote, would <br />go into effect immediately and would automatically be repealed on July 11, 2021, unless it is earlier <br />reenacted. The ordinance attached as Attachment B is a regular ordinance that is presented for <br />introduction at the April 12 meeting. If introduced, it will be brought back for adoption at the City Council's <br />April 26 meeting.
