Their presence <br />in California has many benefits, including eliminating issues with time zone differences and lower travel <br />costs when on-site support is required. CRT is an Oracle certified Platinum Partner, with 90 percent of <br />staff being Oracle certified. CRT has been recognized by Oracle on several occasions for their outstanding <br />work, including the 2017 Public Sector Innovation Partner of the Year for North America, and Oracle's <br />North American Titan Award. <br />Of the four vendors that responded to the RFP for ERP solutions, (CRT, Graviton Consulting, Sierra -Cedar, <br />and Triniti Corporation), CRT was determined to be the most capable integrator. CRT was selected for the <br />following reasons: <br />• responded with a complete and detailed RFP response; <br />• has the most public sector clients similar in size that have implemented the Oracle solution; <br />• received positive feedback from reference checks (such as from the City of Sunnyvale); <br />• proposed competitive pricing; <br />• established rapport and a successful working relationship with the City's consultant, SDI; and <br />• provided an impressive presentation to City staff that resulted in a near unanimous selection by <br />all staff who participated in the proof of concept sessions. <br />Additionally, the implementation and support of Oracle Fusion Cloud Financials and HCM, CoreBT <br />Cashiering, and ADP tax -reporting solutions by CRT, was determined to best meet the City's needs for <br />financial, human resource, and payroll functions. <br />In May of 2020, the COVID-19 pandemic severely impacted the availability of critical City staff from <br />Finance, Human Resources (HR), Information Technology (IT), and other departments required to meet <br />the originally proposed July 2020 Finance and January 2021 HCM/Payroll go live dates; referred to as <br />phase 1 and phase 2, respectively. In addition to the temporary disruptions broadly experienced by <br />workers everywhere who had to adapt to remote work, childcare challenges and the overall stress of a <br />pandemic and economic crisis; the IT staff were redeployed to support the City's transition to remote <br />work with equipment distribution, software solutions for new paperless processes, helpdesk support to <br />countless unique home office environments, and the convocation of virtual city council meetings. <br />Concurrently, the HR staff were managing unprecedented new telework and employee wellness <br />challenges, while the Finance staff prepared an additional revised budget and supported emergency <br />funding administration for FEMA reimbursements and emergency rental financial assistance. Directly <br />impacted to a lesser degree, CRT continued work for Redwood City through the pandemic, configuring <br />the system as had been previously agreed to with City staff prior to the pandemic. <br />On June 11, 2020, Amendment No. 1 (styled as "Change Order No. 1") was executed, postponing the <br />original go -live dates until such time as City staff could resume working on the project at the necessary <br />levels.
