6.J. - Page 1 of 22 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: April 26, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Consideration of Council meeting management strategies recommended by the City Council's Governance <br />Sub -Committee including introduction of an ordinance to start Council meetings at 6 p.m. and <br />modification of public comment practices in the Guide to City Council Communications & Business <br />RECOMMENDATION <br />As recommended by the City Council's Governance Sub -Committee: <br />1. Waive the first reading and introduce an Ordinance (Attachment A) to adjust the start time of regular <br />City Council meetings from 7 p.m. to 6 p.m.; and <br />2. By motion, approve revisions to the Guide to City Council Communications & Business (Attachment B) <br />to, among other things (as identified in track changes): <br />a. Reduce individual public comment time from three minutes per speaker to two minutes per <br />speaker during the live public comment portion of City Council meetings; and <br />b. Clarify that the Mayor may allow public comment on study sessions to occur after City Council <br />discussion; and <br />c. Increase the time allotted for public comment on non -agenda items, items on the Consent <br />Calendar, and Matters of Council Interest from 15 minutes to 30 minutes. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />Over the past year, the City has experienced a significant increase in public participation in City Council <br />meetings. Increased participation can likely be attributed to the virtual meeting format adopted in light <br />of the Covid-19 pandemic, and a general increase in community engagement in local government.
