6.J. - Page 4 of 22 Recommendation 3: Allow public comment on study sessions to occur after City Council discussion Study sessions are an opportunity for the City Council and the community to hear and discuss information on matters that will require future decisions. Often, the City Council's discussion on study session items is an opportunity to further inform the community about the subject matter and can serve to preemptively answer questions that may exist within the community. Staff recommends allowing public comment to occur after City Council comment on study sessions as a strategy for ensuring the Councilmembers can each ask questions and provide comment in a timely manner, while allowing the public to hear information that will further frame the discussion and preemptively answer some questions that may be raised during the public comment period. The recommendation to allow public comment on study sessions to occur after City Council discussion has been added to the Guide to City Council Communications & Business (Attachment B). Staff also notes that the Guide to City Council Communications & Business has been updated to eliminate gender -specific language. Governance Sub -Committee Recommendations At the meeting on March 16, 2021, staff presented all recommendations to the City Council's Governance Sub -Committee. After discussion, the Sub -Committee voted to support all recommendations. In addition, the Sub -Committee recommended further modifying the public comment period, increasing the public comment time for non -agenda and Consent Calendar items from 15 minutes to 30 minutes. This recommendation has been reflected in the Guide to City Council Communications & Business (Attachment B). FISCAL IMPACT Staff does not anticipate any fiscal impact from these changes to meeting management. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. PUBLIC NOTICE Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting.
