61. - Page 1 of 8 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 26, 2021 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Waive first reading and introduce an ordinance amending Municipal Code Chapter 27, Article IX, Section <br />27.100 (Sewer Service Charge Ordinance) to allow the option of collecting sewer service charges for <br />residential customers with one dwelling unit per parcel on the tax roll pursuant to Health and Safety Code <br />section 5473 et seq. <br />RECOMMENDATION <br />Waive first reading and introduce an ordinance amending Section 27.100 of Article IX of Chapter 27 of the <br />Redwood City Municipal Code. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The proposed ordinance would give the City the option of collecting sewer service charges for residential <br />customers with one dwelling unit per parcel via the annual property tax collection process rather than <br />through bi-monthly billing. This is intended to increase the reliability and efficiency of the process for <br />collecting sewer service charges; the proposed ordinance would not increase sewer service charge rates. <br />The City of Redwood City (City) is responsible for providing sewer service to residents and businesses <br />connected to the City's sewer collections system. Sewer service charges allow the City to fund the cost of <br />maintaining and improving sewer infrastructure and providing sewer collection services. These charges <br />also pay for sewage conveyance to the Silicon Valley Clean Water facility for wastewater treatment and <br />disposal and any debt service obligations. The City's sewer service charges are imposed based on three <br />rate classes: Residential: (one to nine dwelling units), Residential: (10 or more dwelling units), and Non - <br />Residential. Service charges are established based on the proportionate cost of providing service to each <br />customer class.
