7.A. - Page 6 of 101 <br />ENVIRONMENTAL REVIEW <br />Approval of the 2021 Action Plan is not considered a project under CEQA Guidelines Section 15378 as it is <br />a funding mechanism that does not involve a commitment to specific projects that may result in a <br />potentially significant physical impact on the environment. All of the activities proposed for funding have <br />been determined to be exempt, categorically excluded, or have a finding of no significant impact under <br />the National Environmental Protection Act (NEPA) or will be subject to further reviews when specific sites <br />are determined. The City recorded a Notice of Exemption with the San Mateo County Recorder for <br />administration of the CDBG and HOME funding programs pursuant to California Environmental Quality <br />Act regulations (CEQA) on April 2, 2021. <br />PUBLIC NOTICE <br />The City has met the requirements of its Community Participation Plan through the following actions: <br />• The HHCC held a public hearing on March 23, 2021 to receive public feedback and make funding <br />recommendations for the 2021 Action Plan. A Public Hearing Notice was published in the San <br />Mateo Daily Journal and on the City's website on March 12, 2021. <br />• The City is required to provide a 30 -day comment period for the Action Plan prior to the review <br />and adoption by the City Council. The City held a public comment period from March 24 - April <br />25, 2021. <br />• A Public Hearing Notice was published in the San Mateo Daily Journal and on the City website on <br />March 12, 2021. Staff will report on any comments received at the April 26, 2021 City Council <br />public hearing. <br />ALTERNATIVES <br />The City Council could comment on the proposed priorities and direct modifications with the <br />understanding that the revisions apply to the funding allocation process for FY 2021-22 only.
