The City Council does hereby certify that the City of Redwood City has <br />followed its adopted Community Participation Plan pursuant to Section 1O4(a) of the Act. <br />3. The City Manager is hereby authorized to execute and file the Applications <br />and all related documents, including all understandings and assurances necessary or <br />appropriate in connection therewith, and to provide such additional information as may <br />be required for and on behalf of the City of Redwood City. <br />4.
