8.B. - Page 1 of 8 /<�ik Redwood CitylCallifornia Faunded 1867 Ago/ DATE: April 26, 2021 SUBJECT STAFF REPORT To the Honorable Mayor and City Council From the City Manager City Council consideration and selection of the process to be used for redistricting of City Council election districts as a result of the 2020 US Census RECOMMENDATION The City Council Governance Sub -Committee recommends the City Council adopt a resolution establishing an Advisory Redistricting Committee to conduct public engagement and to advise the City Council on the adoption of a new City Council district election map as a result of the 2020 US Census. STRATEGIC PLAN GUIDING PRINCIPLE Excellence in Government Operations BACKGROUND In May 2019, the City of Redwood City transitioned from an at -large election system to a district -based election system for the election of City Council members. The City Council adopted a final District Elections map that was comprised of seven districts. The first City Council election under the new District elections map was held on November 3, 2020, and four Council District seats were on the ballot. In compliance with federal and state law, the City must now undergo a redistricting process based on new 2020 US Census demographic data. On March 8, 2021, the City Council approved an agreement with Redistricting Partners to guide and support the City through the City Council redistricting process. Following the approval of the agreement, Redistricting Partners gave a presentation at the March 16, 2021 Governance Sub -Committee (Mayor Howard, Vice Mayor Hale, and Councilmember Reddy and) meeting detailing the redistricting process options and timelines available to the City.
