WHEREAS, the proposed activities in the FY 21/22 Annual Action Plan have been determined to be exempt, categorically excluded, have a finding of no significant impact under the National Environmental Protection Act, or will be subject to further reviews when specific sites are determined; and WHEREAS, the City recorded a Notice of Exemption with the County Clerk of San Mateo County demonstrating that the proposed activities in the FY 21/22 Annual Action Plan are exempt from the requirements of the California Environmental Quality Act on April 2, 2021; and WHEREAS, on March 23, 2021, the Housing and Human Concerns Committee held a public hearing and made CDBG and HOME funding recommendations for the FY 21/22 Annual Action Plan; and WHEREAS, a draft of the FY 21/22 Annual Action Plan and a 30 -day invitation for public comment were published prior to forwarding the FY 21/22 Annual Action Plan to the City Council for approval; and WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City has followed a community participation plan as part of the process for determining how the grant funds herein referenced will be used ("Community Participation Plan"); and WHEREAS, on April 26, 2021, the City Council held a public hearing as to all matters included in the staff report of the same date; and WHEREAS, this City Council desires to approve the FY 21/22 Annual Action Plan, the Applications for CDBG and HOME funds, and to authorize the execution of all documents pertaining thereto, including all understandings and assurances connected therewith. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, AS FOLLOWS: 1. The FY 21/22 Annual Action Plan and Applications prepared for submission to the United States Department of Housing and Urban Development for Community Development Block Grant, pursuant to Title I of the Housing and Community Development Act of 1974, and HOME Investment Partnerships Program, contained in Title II of the Cranston -Gonzalez National Affordable Housing Act, funding are hereby approved.
