WHEREAS, the proposed activities in the FY 21/22 Annual Action Plan have been <br />determined to be exempt, categorically excluded, have a finding of no significant impact <br />under the National Environmental Protection Act, or will be subject to further reviews <br />when specific sites are determined; and <br />WHEREAS, the City recorded a Notice of Exemption with the County Clerk of <br />San Mateo County demonstrating that the proposed activities in the FY 21/22 Annual <br />Action Plan are exempt from the requirements of the California Environmental Quality <br />Act on April 2, 2021; and <br />WHEREAS, on March 23, 2021, the Housing and Human Concerns Committee <br />held a public hearing and made CDBG and HOME funding recommendations for the FY <br />21/22 Annual Action Plan; and <br />WHEREAS, a draft of the FY 21/22 Annual Action Plan and a 30 -day invitation <br />for public comment were published prior to forwarding the FY 21/22 Annual Action Plan <br />to the City Council for approval; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed a community participation plan as part of the process for determining how <br />the grant funds herein referenced will be used ("Community Participation Plan"); and <br />WHEREAS, on April 26, 2021, the City Council held a public hearing as to all <br />matters included in the staff report of the same date; and <br />WHEREAS, this City Council desires to approve the FY 21/22 Annual Action Plan, <br />the Applications for CDBG and HOME funds, and to authorize the execution of all <br />documents pertaining thereto, including all understandings and assurances connected <br />therewith. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The FY 21/22 Annual Action Plan and Applications prepared for <br />submission to the United States Department of Housing and Urban Development for <br />Community Development Block Grant, pursuant to Title I of the Housing and Community <br />Development Act of 1974, and HOME Investment Partnerships Program, contained in <br />Title II of the Cranston -Gonzalez National Affordable Housing Act, funding are hereby <br />approved. <br />ATTY/RESO.0018/CC RESO APPROVING 21-22 ANNUAL ACTION PLAN FOR CDBG RESO.
