04/26/2021 <br />because this Ordinance only regulates hazard pay for drugstore and grocery store <br />workers and it can be seen with certainty that is no potential for it to cause a significant <br />effect on the environment; CEQA Guidelines Section 15183 because this Ordinance is <br />consistent with the City's General Plan policies and goals and/or CEQA Guidelines <br />Section 15378(b) because this Ordinance is not a project but an administrative action that <br />will not result in direct or indirect physical change to the environment. <br />Section 16. Severability. If any subsection, sentence, clause or phrase of this <br />Ordinance is for any reason held to be invalid or unconstitutional by a court of competent <br />jurisdiction, such decision shall not affect the validity of the remaining portions of this <br />Ordinance, which shall remain in full force and effect. The City Council hereby declares <br />that it would have passed this Ordinance and each and every subsection, sentence, <br />clause and phrase thereof not declared invalid or unconstitutional, without regard to <br />whether any portion of the article would be subsequently declared invalid or <br />unconstitutional. The courts are hereby authorized to reform the provisions of this <br />Ordinance in order to preserve the maximum permissible effect of each subsection herein. <br />Section 17. Publication.
