established shall be cumulative and in addition to any and all other remedies available to the City <br />for the collection of sewer service charges. <br />Section 4. This Ordinance has been reviewed with respect to applicability of the California <br />Environmental Quality Act ("CEQA") and the State CEQA Guidelines (California Code of <br />Regulations, Title 14, Sections 15000 et seq.). This Ordinance is statutorily exempt from CEQA <br />review pursuant to Public Resources Code Section 21080(b)(8). The City Council finds that the <br />sewer service charges and fees are for the purpose of meeting operating expenses, including <br />employee wage rates and fringe benefits, purchasing or leasing supplies, equipment, or materials, <br />meeting financial reserve needs and requirements, and obtaining funds for capital projects <br />necessary to maintain service within existing service areas. <br />Section 5. The City Clerk is directed to cause this Ordinance to be published in the <br />manner required by law. <br />Section 6.
