EXHIBIT "A" <br />WATER SHORTAGE CONTINGENCY PLAN (WSCP) <br />1. WATER SHORTAGE DECLARATION <br />The City Manager may recommend the City Council adopt a resolution to declare a water <br />shortage when there is a reasonable probability that there will be a supply shortage <br />necessitating a demand reduction in order to ensure that sufficient supplies will be <br />available to meet anticipated demands. Upon declaration of a water shortage emergency, <br />the Public Works Services Director of the City of Redwood City shall take action to <br />implement the prohibitions identified in this WSCP, as applicable to the declared water <br />shortage stage. The declared water shortage shall remain in effect until rescinded or <br />otherwise modified by subsequent resolution of the City Council. <br />A. Stage 1 water shortage (up to ten (10) percent reduction). <br />B. Stage 2 water shortage (up to twenty (20) percent reduction). <br />C. Stage 3 water shortage (up to thirty (30) percent reduction). <br />D. Stage 4 water shortage (up to forty (40) percent reduction). <br />E. Stage 5 water shortage (up to fifty (50) percent reduction). <br />F. Stage 6 water shortage (greater than fifty (50) percent reduction). <br />2. DEFINITIONS <br />The following terms are defined for purposes of this Article: <br />A. CITY: means the City of Redwood City, a charter city. <br />B. DIRECTOR: means the Public Works Services Director of the City of Redwood <br />City, or his/her designee or representative. <br />C. CUSTOMER: means any individual, firm, partnership, unincorporated association, <br />corporation, company, organization or governmental entity or agency, whether <br />within or without the geographic boundaries of the City of Redwood City who uses <br />water supplied by the city. <br />D. BAWSCA: the Bay Area Water Supply and Conservation Agency. <br />E. SFPUC: the San Francisco Public Utilities Commission and the City's potable <br />water supplier. <br />F. POTABLE WATER: Means water which conforms to the federal, state and local <br />standards for human consumption. <br />G. GPCD: means gallons per person per day. <br />3. WATER SHORTAGE STAGES <br />3.1 STAGE 1 WATER SHORTAGE <br />A Stage 1 water shortage exists when the City Council declares that a water supply <br />shortage exists and a demand reduction of up to ten (10) percent is necessary to <br />appropriately respond to existing supply conditions.
