REV: 07-27-22 JB <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant shall review the provided compiled list of hazardous materials emailed to <br />Consultant on October 6, 2021. The list contains a total of approximately 1,034 hazardous <br />materials from storage and usage sites in the vicinity of the Study Area (E. Bayshore <br />Road and Bair Island Road located east of US 101 in Redwood City, California). The <br />review will identify chemicals and materials that have the potential of posing a threat to <br />the public in the Study Area based on their quantities, and physical and health hazard <br />levels. <br />Based on the review of the hazardous materials and associated quantities, update the <br />Redwood City E. Bayshore Road Study Area Evacuation Analysis – Emergency Event <br />Identification and Evacuation Response Due Diligence (Phase 1) memorandum <br />(September 17, 2021) to summarize the potential risk posed by the inventory, if any. The <br />updates memo will include the following: <br />The methodology of selecting materials that have the potential of posing a threat <br />to the public in the Study Area. <br />A qualitative assessment and discussion of those chemicals that have been <br />identified to pose a threat to the public, if any. This assessment will evaluate the <br />hazard during storage and typical dispensing activities and will not address <br />hazards that may be posed by specific site operations. <br />Attend two (2) meetings with the City and the project team to discuss the report <br />and answer questions. <br />Provide one (1) final draft of the updated memo based on comments from the City <br />and project team. <br />Prepare evacuation time estimate for three (3) additional scenarios defined as <br />follows: <br />o Scenario 9: Baseline (2018) 3:00AM with 505 E Bayshore <br />o Scenario 10: Baseline (2018) 6:00PM with 505 E Bayshore <br />o Scenario 11: Future (2025) 6:00PM with 505 E Bayshore <br />Update the Redwood City E. Bayshore Road Study Area Evacuation Assessment <br />(Phase 2) memorandum (April 12, 2022) to summarize the ETE results for each of <br />the three (3) scenarios defined above. Consultant will submit one (1) draft memo <br />and prepare one (1) final memo based on comments from the City and project <br />team <br />ATTY/AGR.2022/Amend. No. 1/Fehr & Peers (Page 3 of 4)
