Proposed Work Program <br /> <br />June 2021 City of Redwood City / Gatekeeper Projects Subsequent EIR 10 <br />environmental science associates <br /> <br />(with the understanding that these represent COVID-level traffic conditions), as well as, verification of <br />pedestrian, bicycle, and transit facilities. <br />Existing Conditions. F&P assumes that F&P will conduct an existing conditions analysis to use as a baseline for <br />the Gatekeeper projects. However, only the relevant information will be reported for each project based on the <br />study areas described above. <br />F&P will calculate the existing a.m. and p.m. peak-hour levels of service for the study intersections and freeway <br />segments using the traffic counts and site observations collected under the Data Collection task, above. F&P <br />proposes to use the Synchro analysis platform for intersection analysis, which is consistent with City of <br />Redwood City practices. F&P will conduct the freeway segment and ramp analysis using methodologies that are <br />consistent with other Redwood City recent studies for the locations listed above. <br />In addition to the traffic analysis, F&P will qualitatively describe pedestrian, bicycle, and transit facilities in the <br />study area, with an emphasis on access to and within the downtown. <br />Existing Plus Project Conditions. F&P will add the project-generated vehicle trips developed to the existing <br />conditions traffic volumes developed to create Existing Plus Project Conditions traffic volumes. <br />F&P will complete an impact assessment by comparing the results of Existing Plus Project Conditions to the <br />Existing (no Project) Conditions for the study locations. Identification of adverse effects will be determined by <br />comparing the results to the City’s significance criteria presented in the TAM. F&P will identify mitigation <br />improvements for adverse effects and discuss feasibility and implementation factors with City Staff for <br />comment and concurrence prior to completing the study. <br />Cumulative Conditions. F&P will review recent studies conducted within the study area, including South Main <br />Street and Harbor View projects, to develop a Cumulative No Project turning movement forecast. We will use the <br />same C/CAG model runs from the South Main Street and Harbor View projects to develop AM and PM peak hour <br />freeway segment and ramp forecasts. <br />F&P will complete an adverse effects assessment by comparing the results of Cumulative Plus Project <br />Conditions to the Cumulative No Project Conditions. Identification of impacts will be determined by comparing <br />the results to the City’s significance criteria. F&P will identify mitigation measures for significant impacts and <br />discuss feasibility and implementation factors with City Staff for comment and concurrence prior to completing <br />the study. <br />Rail Crossings. The existing at-grade crossings are located at Whipple Road, Brewster Avenue, Broadway, Maple <br />Street, Main Street, and Chestnut Street. As part of this task, F&P will develop a VISSIM model to evaluate <br />operations at the six existing at-grade rail crossings and the intersections directly east and west of the crossings, <br />which include the eleven locations (see Appendix B for the list of locations). <br />The City is currently considering several grade separation alternatives, including what is known as Alternative 1 <br />(grade separation at all six locations) and Alternative 3 (grade separation only at Whipple Avenue and Brewster <br />Avenue, with the Broadway crossing closed to vehicular access). <br />F&P will develop a VISSIM model under Cumulative No Build, Cumulative plus Alternative 1, and Cumulative plus <br />Alternative 3 scenarios.
