Proposed Work Program <br />June 2021 City of Redwood City / Transit District Subsequent EIR 7 <br />Environmental science associates <br />REV: 06-22-21 MI <br />would provide increased development within the DTPP boundaries, potentially contributing to the previously <br />identified significant impacts. The effects from increased development in and adjacent to cultural and historic <br />resources will be addressed in the SEIR. This includes a reconnaissance survey of properties that have reached <br />historic age since the DTPP Final EIR. It is expected that implementation of similar mitigation measures would <br />result in similar reductions to identified impacts but may not reduce them to less than significant. <br />Archaeological Resources: Downtown Redwood City is located on alluvial soils within historical wetlands that <br />have high potential for archeological resources. The DTPP Final EIR determined that potentially significant <br />impacts related to encountering archaeological resources during construction of projects under the DTPP <br />would be mitigated to a less than significant level through construction personnel training, and implementation <br />of protocols for avoidance and/or data recovery of resources, as needed. While the Transit District would <br />involve additional ground disturbance and excavation within the DTPP area, it is expected that implementation <br />of similar mitigation would ensure effects on archaeological resources under the Transit District would be less <br />than significant. <br />Tribal Cultural Resources: Since the DTPP Final EIR was adopted, under AB 52, consultation with California <br />Native American Tribes is now required for projects under CEQA review; and Appendix G of the CEQA <br />Guidelines now includes significance criteria for addressing effects on tribal cultural resources. Accordingly, <br />the SEIR will address the potential for construction of new development that would occur under the Transit <br />District to change the significance of potential tribal cultural resources. <br />Paleontological Resources: The DTPP Final EIR also determined the potentially significant impact associated <br />with encountering paleontological resources during deep subsurface construction would be mitigated with a <br />requirement for each development project to assess the potential for paleontological resources, and if <br />encountered, implement provisions to address such resources. The Transit District would involve projects that <br />require additional deep subsurface disturbance, and it is expected that implementation of similar mitigation <br />measures would ensure effects on paleontological resources would be less than significant. <br />Public Services (including Recreation) <br />The DTPP Final EIR determined public services and recreation impacts under the DTPP would be less than <br />significant. <br />The Transit District would accommodate an increase in commercial and residential development and <br />population in the DTPP area, and consequently, would generate an increase in demand for public services and <br />recreation. The SEIR will address this additional demand on the need for new or altered police, fire and <br />emergency medical services, schools and parks, the construction of which could cause environmental effects; <br />and on the potential for recreational facilities to experience substantial deterioration. <br />Transportation (VMT and LOS) <br />Fehr and Peers (F&P) scope of work in full is included in AAppendix A. F&P will prepare a transportation <br />assessment (TA) report for the Transit District that will evaluate the CEQA transportation impacts and non- <br />CEQA transportation effects for the respective projects. The TA will serve as the basis for the Transportation <br />section in, and included as an appendix to, the SEIR. Data generated by F&P will also be used as inputs to the <br />analysis of air quality, energy, greenhouse gas emissions, and noise. <br />Environmental Review. F&P will apply the City/County Association of Governments of San Mateo County <br />(C/CAG) model to evaluate vehicle miles traveled (VMT) impacts separately for the Transit District. The impact <br />analysis will evaluate project-generated VMT under baseline conditions and project effect on VMT under year <br />ATTY/AGR.2021.149/ESA (Transit District CEQA) (Page 17 of 26)
