Proposed Work Program <br />June 2021 City of Redwood City / Transit District Subsequent EIR 13 <br />Environmental science associates <br />REV: 06-22-21 MI <br />noise environment at the project site by collecting up to 10 short-term (20-minute) noise measurements in the <br />DTPP area and at receptor locations in the vicinity. Federal, State and City noise policies, regulations, as they <br />would pertain to development under the projects will be summarized. <br />ESA will estimate the noise levels likely to be generated by construction equipment associated with <br />development under the project. Predicted noise levels will be assessed relative to existing standards contained <br />in the City noise ordinance that limit construction noise. Construction impacts will also be assessed in terms of <br />the increase over existing ambient noise levels using the Roadway Noise Construction Model and provided for <br />a series of assumed distances and presented in a tabular format. ESA will also provide a discussion of <br />construction-related vibration impacts that will address the potential for building damage to adjacent <br />structures as well as for annoyance to adjacent receptors. <br />Operational noise analysis will also generally describe potential noise that may result from stationary sources <br />of (e.g., mechanical equipment operation, deliveries). <br />ESA will calculate the change in noise levels due to existing plus project and cumulative traffic along up to 10 <br />street segments most affected by traffic for the SEIR. Algorithms of the noise prediction model of the Federal <br />Highway Administration (FHWA) will be used to determine whether there would be significant project or <br />cumulative effects on noise levels along these roadway segments. Noise and vibration abatement measures <br />from the DTPP Final EIR will be reviewed as appropriate, and any additional practical and feasible mitigation, <br />as needed, will be identified for noise and vibration impacts associated with the project. <br />Air Quality <br />The DTPP Final EIR identified potentially significant but mitigable air quality impacts under the DTPP <br />associated with sensitive receptors’ exposure to toxic air contaminants (TACs) during operation (mitigated by <br />implementation of General Plan policies and programs related to filtration, and for preparation of health risk <br />analyses for applicable projects), and odors (mitigated by implementation of odor reduction measures). <br />The SEIR Setting section will update any pertinent changes to the DTPP Final EIR related to regulatory <br />background, analysis approach, and significance thresholds. <br />ESA will address air quality impacts associated with changes to the DTPP as a result of the Transit District. The <br />Bay Area Air Quality Management District (BAAQMD) updated its 2010 CEQA Guidelines (referenced in the <br />2010 DTPP Final EIR) in 2017. The significance criteria for evaluating impacts from plans has not changed in <br />the 2017 update, and includes the following: <br />•Consistency with the current air quality plan, and <br />•Comparison of project vehicles miles traveled (VMT) growth to project population growth. <br />ESA will use VMT values provided by the transportation analysis conducted in support of the SEIR to evaluate <br />VMT growth compared to population growth. In addition, policies and control measures from the BAAQMD’s <br />most recent, 2017 Bay Area Clean Air Plan (“Spare the Air and Cool the Climate”) will be compared to those <br />included in the proposed projects for evaluation of consistency. Impacts will be discussed qualitatively in <br />comparison to these above significance criteria. Mitigation measures included in the DTPP Final EIR will be <br />evaluated and updated as necessary, based on potential changes to impacts from the Transit District. <br />In addition, ESA will include a qualitative analysis of criteria pollutant emissions and health risks from toxic air <br />contaminants (TACs), given that Individual development projects in the DTPP area under the Transit District <br />ATTY/AGR.2021.149/ESA (Transit District CEQA) (Page 23 of 26)
