<br />June 2021 City of Redwood City / Transit District Subsequent EIR <br />environmental science associates <br /> <br />Attachment 1 <br />Cost Estimate <br />Budget <br />ESA’s cost proposal to prepare the work described in this work scope totals $759,610 for the Transit District <br />SEIR, including a 20 percent contingency. <br />The attached provides the detailed cost estimate for the Transit District SEIR, respectively. The table provides <br />detailed breakdown of the total cost by work tasks, hours and availability of ESA’s project team, as well as costs <br />for expenses and our proposed subconsultant, Fehr & Peers. Detailed costs for Fehr & Peers are provided as in <br />Appendix A, and for West Yost, in Appendix B. The table also provides a preliminary estimate for other optional <br />tasks, where known. <br />Also, ESA’s detailed Schedule of Fees is provided at the end of this section and details all standard rates and fees, <br />including modifications included for this proposal. <br />Assumptions <br />ESA’s cost proposal is based on a number of key assumptions listed below, as well as the proposed work <br />schedule described in this work scope. <br />Budget Assumptions <br />1. Work/Billing Approach. All work will be performed on a Time and Materials basis, up to a not-to-exceed <br />contract price, which will be the maximum price for the work described, upon completion of ESA and the <br />City’s scope and contract negotiations. <br />2. Billing Rates. The proposed billing rates apply through calendar year 2022. <br />3. Costs by Tasks. The proposed budget estimate has been allocated to tasks established in the scope of <br />work. ESA may reallocate budget between tasks, as needed, as long as the total contract price is not <br />exceeded. <br />4. Cost Offer. The proposed cost proposal is a firm offer, good for 90 days from the date of this proposal, or <br />until completion of scope and contract negotiations. <br />5. Project Stability. The project description will not substantially change from that described in the RFP or <br />after the ESA Team initiates work on the technical studies or environmental analysis.
