REV: 03-16-2021 PR <br />CITY OF REDWOOD CITY <br />EXHIBIT “C” <br />CDBG-CV Requirements <br />Child Care Coordinating Council of San Mateo County staff shall review applications for <br />completeness and for eligibility based on the basic eligibility criteria and funding-specific <br />criteria. Program participants must show a demonstrated loss of income due to COVID- <br />19. To the extent possible, Subrecipient staff shall also verify that applicants are not <br />receiving other operating assistance monies outside of the City’s COVID-19 Childcare <br />Provider Assistance Program for the same month of operation. In other words, <br />Subrecipient staff shall make every effort to ensure that there is no duplication of <br />assistance. <br />The application should incorporate the following steps: <br />1. Assess Financial Need: Determine the amount of financial assistance needed by <br />the applicant by reviewing financial documents. <br />2. Determine Assistance Already Provided: Determine the amount of assistance <br />that has or will be provided from all sources to the applicant. <br />3. Calculate Unmet Need: Compare the amount of assistance already provided to <br />the need assessed in order to determine the maximum amount of CDBG-CV <br />funds that are allowed to be provided to the applicant. <br />4. Document Analysis: Document the calculation and maintain adequate <br />documentation justifying the determination of the amount of CDBG-CV funds to <br />be provided to the applicant. <br />5. Signature: Child Care Coordinating Council of San Mateo County staff will sign <br />the application to certify the information is correct. <br />Child Care Coordinating Council of San Mateo County staff will evaluate current programs <br />available at the local, county, state, and federal level as well as current and anticipated <br />non-governmental assistance from nonprofits, faith-based groups or insurance proceeds <br />to investigate any assistance already provided. Private loans are not considered a form <br />of assistance and should not be considered when calculating duplication of benefits. <br />Subrecipient staff shall keep a database of applicants that includes payments made by <br />funding source to ensure that grant maximum requirements are not exceeded and that <br />there is not a duplication of assistance. Applicants must agree to repay to Subrecipient <br />any assistance that is determined to be duplicative. <br />The City will monitor Subrecipient’s expenditures made pursuant to this Agreement <br />quarterly. Subrecipient will cooperate with City and provide all documents and information <br />requested by City in a timely and accurate fashion. Subrecipient agrees to repay to City <br />any funds received from other sources that are determined to be duplicative of CDBG- <br />CV funds received from the City. <br />ATTY/AGR.2021.055/Child Care Coordinating Council of San Mateo County (Page 21 of 21)
