EXHIBIT A <br />SIDE LETTER BETWEEN CITY OF REDWOOD CITY AND <br />SERVICE EMPLOYEES INTERNATIONAL UNION LOCAL 521 (SEIU) <br />RE: DISPATCHER REST AND MEAL PERIODS <br />This side letter is by and between City of Redwood City ("City") and the Service Employees International <br />Union Local 521 ("Union") (collectively referred to as the "parties"). The side letter is a tentative <br />agreement subject to ratification of the bargaining unit and final approval of City Council. <br />WHEREAS, the City and Union entered a Memorandum of Understanding (MOU) effective February 1, <br />2019 —January 31, 2022; <br />WHEREAS, the parties acknowledge that the rest and meal period rules described herein have informally <br />applied to Dispatchers; <br />WHEREAS, the parties are mutually interested in documenting current Communications Dispatcher rest <br />and meal period practices; <br />NOW THEREFORE, the parties hereby agree to the amend MOU Section 16.1 entitled "Hours of Work' as <br />follows: <br />ARTICLE 16 - HOURS OF WORK, OVERTIME, PREMIUM PAY <br />16.1 Hours of Work <br />16.1.1 Full-time employees are those employees regularly assigned to work forty (40) hours <br />in a seven (7) day work period. <br />16.1.2 The regular work period shall consist of a seven (7) day workweek which begins <br />Monday morning at 12:01 a.m., and ends Sunday night at <br />Regular full-time employees will usually be assigned to work five (5) consecutive days <br />served in units of eight (8) hours per day during the seven (7) day work period. For <br />employees on alternate work schedules, the regular work period shall consist of <br />beginning and end times determined in accordance with the employee's regular <br />schedule. <br />1. For employees working a 9/80 work schedule (with a regular day off every other <br />week), each employee's designated work week shall begin exactly four (4) hours <br />after the start of his/her eight (8) hour shift on the day of the week that <br />corresponds to the employee's alternating regular day off. <br />For Communication Dispatchers on a 3/12 work schedule, the designated work <br />week for each employee on "A Shift" (who work a shift of 7 pm to 7 am) shall <br />begin at 11:00 pm on Saturday and end at 10:59 pm on the following Saturday. <br />The designated work week for each employee on "B Shift" (who work a shift of 7 <br />am to 7 pm) shall begin at 11:00 am on Saturday and end at 10:59 am on the <br />following Saturday. The designated work week for each employee on "C Shift" <br />(who work a shift of 1 pm to 1 am) shall begin at 5:00 pm on Saturday and end at <br />4:59 pm on the following Saturday. <br />16.1.3 All employees shall be granted and take a rest period of fifteen (15) minutes during <br />each regularly scheduled four (4) hour work period.
