11 <br /> <br />Exhibit A <br />In consideration of the payments set forth in Exhibit B, Contractor shall provide the following services: <br />I. COMMON GOALS <br />A. All parties agree to work on updating a new animal control ordinance during the next 12 months to <br />include the availability of administrative citations. <br />B. County and Contractor will provide Participating Cities (as defined in exhibit D to this Agreement) <br />with information about the services provided by Contractor and excluded services. In the event the <br />County receives a complaint from an official from a Participating City regarding the quantity or quality <br />of services provided under this Agreement, the County will promptly forward such complaint to <br />Contractor so that the parties may make good faith efforts to promptly resolve the issue and <br />Contractor agrees to meet with officials from the County and/or Participating Cities as may be <br />necessary to resolve such complaints. <br />II. POLICIES AND PROCEDURES <br />A. All policies and procedures shall be developed with the goal of animal welfare, enhancing the cost <br />efficiency and quality of services provided to the County and Participating Cities, and to reflect best <br />practices in the industry for animal control and care. Contractor’s Policies and Procedures shall be <br />annually submitted to a committee of County and Participating City representatives, with committee <br />members to be designated by the County Manager or the County Manager’s designee. The <br />Contractor and committee members will work in good faith to resolve any differences or concerns <br />regarding policies and procedures. <br />B. The Contractor must establish comprehensive written policies and procedures for proper care and <br />handling of animals. <br />C. Such policies and procedures shall address all subjects encompassed by the scope of this <br />Agreement, including shelter, veterinary care, and field services. Proper care includes but is not <br />limited to, appropriate food and water, regular cleaning of kennels and cages, humane handling, <br />veterinary care and a vaccination schedule including rabies vaccinations. <br />D. Contractor shall establish policies and procedures in accordance with the Guidelines for <br />Standards of Care in Animal Shelters published by the Association of Shelter Veterinarians, ASPCA, <br />the Humane Society of the United States, and/or other currently accepted best practices for animal <br />sheltering. Policies and Procedures shall focus on these areas: <br />1. Medical Health and Physical Well-Being <br />2. Euthanasia <br />3. Environment <br />4. Kennels/Cages <br />5. Capacity for Care <br />6.
