22 <br /> <br />1. Enforce all County and City ordinances pertaining to animals as outlined in Chapters <br />6.04, 6.12 and 6.16 of Title 6 of the San Mateo County Ordinance Code and enforce <br />state statutes where applicable, except for number of animals per household or barking <br />dogs, which are referred to the respective overseeing agency (code enforcement or law <br />enforcement). <br />2. Uniform Ordinances and Citation Authority. County shall encourage the <br />Participating City jurisdictions shown on Exhibit D to adopt and maintain animal control <br />ordinances and fee schedules that are materially equivalent to the County’s animal <br />control ordinance and fee schedule. The animal control ordinances for all jurisdictions <br />shown on Exhibit D should be substantially the same as the provisions of Chapters 6.04, <br />6.12, and 6.16 of Title 6 of the San Mateo County Ordinance Code, as amended, to be <br />effective within the city limits. The fee schedule shall be the same as outlined in Chapter <br />6.04.290 of the San Mateo County Ordinance Code. <br />3. Enforcement of city ordinances which differ materially from the County ordinance need <br />not be enforced by Contractor unless Contractor agrees that the ordinance does not <br />conflict with its mission, and the city and Contractor mutually agree on the cost of <br />services. Participating Cities agree to provide notice to Contractor of any changes to their <br />City codes that would relate to additional or different Contractor responsibilities under this <br />Agreement. <br />4. Upon request by a Participating City, the County, or residents of a Participating City or <br />the unincorporated County, investigate complaints of animal related public nuisances, to <br />those ordinance code violations enumerated in Chapter 6.04 of Title 6 of the San Mateo <br />County Ordinance Code and similar city ordinances, with the exception of complaints <br />regarding barking dogs. <br />D. Citations <br />Contractor will: <br />1. Develop a voidable animal license citation process for license violations, that affords <br />the animal owner 30 days in which to register for a license and have the citation voided. <br />Specifically, on all complaints involving stray or loose animals, municipal complaints and <br />quarantines etc., if the animal owner living in San Mateo County does not have their <br />animal licensed in San Mateo County, the Animal Control Officer (“ACO”) will issue a <br />voidable license citation to the animal owner. <br />2. Ensure that ACO/Humane Officers issue administrative and non-administrative <br />citations for City, County or State violations. Written warnings can be issued for first <br />offense minor violations only if the ACO/Humane Officers follow up within two weeks to <br />ensure compliance with the written warning. <br />3. Record all citations and written warnings in the Chameleon (or any successor system) <br />software system. <br />E. Impoundment of animals <br />Contractor will: <br />1. Impound all dogs caught at large, scan all dogs and cats, that are safe to handle, for <br />microchips in the field and provide for field return to owner as deemed appropriate by the <br />Animal Control Officer. <br /> <br /> <br />   <br />   <br />
