27 <br /> <br />3. Ensure adequate and appropriate administrative controls are in place to monitor <br />medications and medical supplies. <br /> <br />VI. OPERATIONS <br />A. Personnel <br />1. Staffing <br />Contractor will: <br />a) Hire personnel that are fully-qualified, authorized, licensed or permitted under applicable <br />State and local law to perform such services. <br />2. Contract Funding of Staff <br />Contractor will: <br />a) Ensure all shelter, field, facilities and veterinary-related staff and managerial positions <br />funded 100% by the Contract, spend 100% of their time working at the County Shelter, or <br />providing other services to the County and Cities pursuant to this agreement (excluding <br />disaster work, training, or meetings.) If one of these staff member works less than 100% of <br />their time at the County shelter, the percentage of hours worked under the items of this <br />Contract will be documented on a timesheet/time clock. Hours worked at another location <br />will not be charged to Contract funds. If one of these staff members’ time is divided between <br />the County shelter and other sites, Contractor shall prioritize services denoted within this <br />agreement. Contractor will include with the monthly invoice a report of the FTE hours worked <br />at the County shelter by these staff members. An organization chart will be sent to the <br />County annually that shows the Contractors entire organization including the percentages of <br />time staff paid by the County shelter. <br />3. Training <br />Contractor will: <br />a) Annually provide a training plan that includes any certifications required by State laws. <br />b) Be responsible for providing fully trained personnel in all aspects of performance, <br />including proper animal care, animal handling, and enforcement procedures and techniques. <br />c) Ensure all ACOs complete Penal Code 832 Arrest course or be appointed pursuant to <br />California Corporations Code Section 14502 as Humane Officers, issue citations, receive <br />ongoing training and maintain proper education, experience and/or certification within one <br />(1) year of hire. <br />d) Ensure all ACOs pass approved baton training at earliest feasible opportunity. No ACO <br />shall use a baton until trained. <br />e) Require all ACOs to be certified to perform euthanasia by injection as defined by <br />California law. All ACOs will complete required training per state law. <br />f) Require all staff that perform animal euthanasia to be trained pursuant to State law. <br />g) Require staff members that have access or review documents, such as bite reports and <br />human medical records, to complete HIPAA training. <br /> <br /> <br />   <br />   <br />
