48 <br /> <br />C. Uncollectable Fees <br />1. Contractor has no legal authority to negotiate, waive or retain fees for services unless <br />provided by the applicable ordinance. Contractor shall collect all fees at the time of <br />service or prior to release of impounded animal or release otherwise authorized per this <br />Agreement. <br />2. Contractor shall use all reasonable efforts to collect the fee from the responsible party <br />at the time the animal is returned to the owner or the owner’s representative, and shall <br />not release the animal until fees are paid unless refusing to release the animal would, in <br />Contractor’s reasonable estimation, potentially jeopardize the safety of its staff, <br />volunteers or facility. <br />3. Contractor will provide responsible party with a form provided by the County and <br />agreed to by Contractor. Form will acknowledge debt for services provided by Contractor <br />by executing said form with responsible parties’ signature. Parties shall meet when <br />necessary to agree upon the form. <br />4. If fees remain uncollectable after reasonable efforts, Contractor will send the following <br />to the County on a monthly basis: <br />a) Excel spreadsheet showing the following: <br />(1) Responsible party’s name, address, and telephone <br />(2) Service provided and fee charged by Contractor <br />(3) Reason Contractor was unable to collect fee at the time of service <br />b) Itemized invoice <br />c) Returned check, if applicable <br /> <br /> <br /> <br /> <br />   <br />   <br />
