San Carlos - Shoreway Road Study Site

The Shoreway Road Study Site, located at 345
Shoreway Road, is a 5.2-acre property along
U.S. 101. Although the site is in the city of San
Carlos, it is visible from properties in the
Redwood Shores master-planned community
in Redwood City, and the Redwood City
corporate boundary runs along the east edge
of the site. Access from U.S. 101 to Shoreway
Road is via the Holly Street/Redwood Shores
Parkway ramps.

Access to San Mateo County Superior Court

Drivers can get from the site to the San Mateo County Superior Court either along U.S. 101 or EI Camino
Real. Using the freeway route, the distance is two miles and involves a short five-minute drive.
Alternatively, the 2.4-mile Holly Street to EI Camino Real route (see Figure 3) takes about six minutes of
driving time.

Surrounding Uses

The site is pinched between U.S. 101 and dedicated open space lands in Redwood City. Properties to the
north and south in the city of San Carlos support industrial businesses, including a mini-storage facility
immediately south of the site and a waste transfer station on the north side; uses across the freeway are
industrial as well. Properties in the Redwood Shores community closest to the Shoreway Road Site are
developed with high-rise Class A office buildings. South of the Holly Street/Redwood Shores Parkway
freeway ramps is San Carlos Airport.

General Plan Land Use Designations

The city of San Carlos is currently in the process of updating its General Plan and recently released the Draft
General Plan for public review. According to the Draft Land Use Element, the Shoreway Road Site is
proposed to be designated Planned Industrial, which has the following description:

General Plan Land Use Designation: Planned Industrial

Planned Industrial permits research and development, bio-tech, light industrial, flex,
warehousing and related uses

Site I nformation for Alternative Locations for the Proposed Replacement Jail
September 2, 2009

37
