Alternative 3: Comprehensive Campus Plan with Residential
Focus

This plan maximizes private development sites to create synergy and critical mass for large-scale residential
development in an urban neighborhood context. It includes replacement and expansion of some existing
County facilities, and, as in Alternative 2, Alternative 3 also considers the entire County campus area. In all,
Alternative 3 includes the following:

· Proposes development and expansion opportunities for all County properties in Downtown.

· Assumes replacement of the aging 455 County Government Center office building.

· Assumes incorporation of an expanded "Our Place" child care center into private development.

· Requires the relocation of the historic Lathrop House.

· Presents significant build-out of additional blocks for County as follows:
o Southern portion of Block C: Accommodates replacement parking for the Hall of Justice
and Motor Pool in an interior structure fronted by occupied office space allowing for
moderate expansion.
o Block D: Appropriate for a new mid- or high-rise County office building with substantial
structured parking.
o Block E: Indicates the greater development potential of the County Law Library site either
for the County or to be sold off for private investment.

· Results in three development blocks as follows:
o Block A: Appropriate as one of three clustered blocks for residential neighborhood
formation with high density residential or mixed-use development. Also feasible for mid or
high-rise office development with substantial underground and above-grade structured
parking incorporated into the building form also providing parking facilities for the private
development portion of Block C.
o Block B: Appropriate for mid or high-rise office development with underground and above-
grade structured parking incorporated into the building form. Residential or mixed-use
development also feasible.
o Northern portion Block C: Appropriate for either high density residential development or
mid or high-rise office. Allows relocation and expansion of "Our Place" with pick-up/drop-
off area and outside play area.

A-8 Site I nformation for Alternative Locations for the Proposed Replacement Jail
September 2, 2009
