<br />Alternative 3: Comprehensive Campus Plan with Residential <br />Focus <br /> <br />This plan maximizes private development sites to create synergy and critical mass for large-scale residential <br />development in an urban neighborhood context. It includes replacement and expansion of some existing <br />County facilities, and, as in Alternative 2, Alternative 3 also considers the entire County campus area. In all, <br />Alternative 3 includes the following: <br /> <br />· Proposes development and expansion opportunities for all County properties in Downtown. <br /> <br />· Assumes replacement of the aging 455 County Government Center office building. <br /> <br />· Assumes incorporation of an expanded "Our Place" child care center into private development. <br /> <br />· Requires the relocation of the historic Lathrop House. <br /> <br />· Presents significant build-out of additional blocks for County as follows: <br />o Southern portion of Block C: Accommodates replacement parking for the Hall of Justice <br />and Motor Pool in an interior structure fronted by occupied office space allowing for <br />moderate expansion. <br />o Block D: Appropriate for a new mid- or high-rise County office building with substantial <br />structured parking. <br />o Block E: Indicates the greater development potential of the County Law Library site either <br />for the County or to be sold off for private investment. <br /> <br />· Results in three development blocks as follows: <br />o Block A: Appropriate as one of three clustered blocks for residential neighborhood <br />formation with high density residential or mixed-use development. Also feasible for mid or <br />high-rise office development with substantial underground and above-grade structured <br />parking incorporated into the building form also providing parking facilities for the private <br />development portion of Block C. <br />o Block B: Appropriate for mid or high-rise office development with underground and above- <br />grade structured parking incorporated into the building form. Residential or mixed-use <br />development also feasible. <br />o Northern portion Block C: Appropriate for either high density residential development or <br />mid or high-rise office.
