<br />Agreement with Energy Services contract with the firm A Bright Idea (ABI) of <br />Union City to replace lighting fixtures in the Jefferson Avenue Underground <br />Parking Garage. <br /> <br />Recommendation: <br />(1) Approve the Customer Work Order Agreement with Ecology Action; <br />(2) Conduct a Public Hearing pursuant to Government Code Sections 4217.11 <br />through 4217.17, and find that based on the information presented in this agenda <br />report, the best interests of the public agency are served by participation in this <br />program, and that the anticipated cost to the city for the purchase and installation <br />of these conservation measures will be less than the anticipated marginal cost to <br />the city of the electrical energy that would have been consumed by the city <br />without the purchase and installation of these conservation measures. <br />(3) Authorize the execution of an Energy Services contract with A Bright Idea <br />(ABI) to replace lighting fixtures in the Jefferson Avenue Underground Parking <br />Garage for $94,879.84 and authorize the City Manger to increase the contract <br />amount, if necessary, up to 100/0 of the amount awarded. <br /> <br />One Council Member said the staff report was so clear there was no need for a full staff <br />presentation. <br /> <br />Mayor Foust opened the public and there was no public comment. <br /> <br />M/S Ira/Howard to close the public hearing. BUDGET STUDY SESSION III <br /> <br />A. Fiscal Year 2009/10 Budget Update and Study Session <br /> <br />Recommendation: <br />Receive update on current status of City's General Fund budget, consider options <br />presented, and provide direction to prepare requisite information for City Council <br />decision-making meeting on October 19, 2009. <br /> <br />Mayor Foust made some introductory remarks, explaining that what is in the packet is <br />painful and that Department Heads worked hard to make these recommendations. She <br />asked that everybody come up with suggestions and great ideas to help the city be <br />creative and visionary in handling a serious budgetary situation. One Council Member <br />explained that there is a three year structural imbalance and this will have to be dealt with <br />for the long term sustainability of the organization. <br /> <br />City Manager Ingram made some framing remarks and explained that this will be a two <br />part process with staff coming back in October for Council action. He further explained <br />that by October 19, 2009 the information about the Redevelopment Agency "hit" should be <br />in and staff may be able to present something to the Council. Mr. Ingram stated that <br />preliminarily it looks like a manageable situation on that front.
