<br />REPORT <br /> <br />6.2A <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />September 21, 2009 <br /> <br />SUBJECT <br />By Resolution, approve funding for the development of a Disaster Mitigation Plan for the <br />City of Redwood City. <br /> <br />RECOMMENDATION <br />Amend the Fire Department budget for Fiscal Year 2009-10 to include estimated <br />revenues of $48,450 and to create the appropriation in the amount of $48,450 for <br />Emergency Operations - Disaster Mitigation Plan, Account Number 150.62260.50. <br /> <br />BACKGROUND <br />The California Disaster Mitigation Act was signed into law in 2000. This act is part of the <br />Stafford act and it requires municipalities to develop a disaster mitigation plan. The <br />intent of the act is to enable cites to identify critical infrastructure in need of <br />improvements so they will not be severely damaged in a disaster. <br /> <br />Failure to have a completed and approved Mitigation Plan on file with the Federal <br />Emergency Management Agency (FEMA) may disqualify the City from disaster relief <br />funding. A completed plan also allows for the possibility of federal funding for <br />infrastructure improvements with grant money in the future. <br /> <br />Grant funding has been secured for 75% of the total cost of $64,600.00 and will be <br />reimbursed to the City as the plan is completed. Approving this funding allows the Fire <br />Department to complete this plan and positions the City to be in compliance with federal <br />law. The Fire Department has secured the services of AANKO Technologies to develop <br />this plan. AANKO has also aided staff in the development of the City's Emergency <br />Operation Plans and annexes. <br /> <br />AL TERNA TIVES <br />Withhold funding and allow the grant to expire; this would endanger potential disaster <br />relief after a local disaster such as a major earthquake. <br /> <br />FISCAL IMPACT <br />The total amount of funding necessary to pay for the development of this plan is <br />$64,600. As the work is completed, the grant will reimburse $48,450 for a total city <br />expenditure of $16,150.
