As we developed the <br />New General Plan, we relied on public input, which is the key to <br />effective policy development. As part of the General Plan program, the <br />City undertook a significant public outreach effort to understand <br />community values and to establish a foundation based on those values. <br />The outreach effort arose from Redwood City's fundamental belief that <br />an active citizenry must be integrally involved in important policy <br />discussions.
