<br />· The County/City of San Francisco is unique in that the county and city boundaries are coincident. <br />Given this governmental configuration} one would expect that jails and courthouses would be located <br />near one another} which they are. However} the County/City of San Francisco also operates the San <br />Bruno Complex} a jail in the city of San Bruno located 15 miles from the courthouses} in another <br />county and city. <br /> <br />· Alameda County (County seat of Oakland) has two detention facilities} one in Oakland and the second <br />in Dublin. Alameda County has seven courthouses dedicated to criminal cases. The distance from the <br />Dublin Detention Facility to the seven County courthouses ranges from three to 31 miles; the average <br />distance is 21 miles. The distance from the Oakland Detention Facility (Glenn Dyer Detention Facility) <br />to the courthouses ranges from 0.3 to 28 miles; the average distance is 11.5 miles. <br /> <br />· Santa Clara County (County seat of San Jose) has two jails: one in San Jose and one in Milpitas. Santa <br />Clara County operates six courthouses for criminal cases. The distance from the San Jose Jail to the <br />various courthouses ranges from one to 26 miles; the average distance is 11 miles. The Milpitas <br />Correctional Complex lies seven to 28 miles from the courts} with an average distance is 14 miles. <br /> <br />· Contra Costa County (County seat of Martinez) has three jails} one each in Martinez} Clayton} and <br />Richmond. Five courthouses are used for criminal cases. The distance from the Martinez Jail to the <br />varying courthouses ranges from less than one mile to 19 miles} with an average distance of nine <br />miles. The Clayton Detention Facility is located 14 to 39 miles from the courts; the average distance is <br />21 miles. From the Richmond Detention Facility} inmates must be transported to courthouses located <br />five to 29 miles away. <br /> <br />What is quite evident is that neighboring counties have not found it critical to build county jails and other <br />correctional facilities immediately adjacent to county courthouses} nor even within a short distance by van <br />or other transport. In these counties} the potential economies associated with locating jails and <br />courthouses in proximity to one another appear to have been well balanced with other considerations. <br />Redwood City assumes that the San Mateo County Sheriffs Office would use a similarly objective site <br />selection process for the proposed replacement jail} one that looks in detail at the localized community <br />impacts associated with construction and operation of a new jail facility. <br /> <br />8 <br /> <br />Site I nformation for Alternative Locations for the Proposed Replacement Jail <br />September 2, 2009 <br />
