leaseback to County the existing homeless shelter buildings until November 1, 2022, (c) <br />County will commit to undertake certain frontage public improvements and pay certain <br />development related fees to City at such time as County undertakes development of the <br />City Property, (d) County to pay to City 33.33% of the costs of demolishing or causing <br />demolition of the buildings and improvements on the County Property, including portions <br />of such buildings and improvements that would not otherwise have to be demolished to <br />facilitate the Blomquist Street extension work ("Exchange Agreement" or "Exchange <br />Agreement Project", and (e) City to provide County with a 5 -year option to ground lease <br />for a term of 65 years at a nominal rent the remnant/remainder portion of the County <br />Property that is not needed for the Blomquist Street extension project; and <br />WHEREAS, pursuant to State CEQA Guidelines Section 15164, because the <br />Exchange Agreement Project nonetheless requires the City to make some changes and <br />additions to the previously certified EIR, an EIR Addendum and Initial Study of <br />Environmental Significance ("Addendum") has been prepared to assess the changes to <br />the 1548 Maple Project contemplated by the Exchange Agreement; and <br />WHEREAS, City staff has evaluated the Exchange Agreement Project in light of <br />the standards for subsequent environmental review outlined in Public Resources Code <br />Section 21166 and State CEQA Guidelines Section 15162 and, based on the information <br />and analysis contained in the Addendum, has concluded that the previously certified EIR <br />fully analyzed and mitigated all potentially significant environmental impacts, if any, that <br />would result from the Exchange Agreement Project; and <br />WHEREAS, the City Council has been provided the Addendum and has reviewed <br />it in connection with the previously certified EIR; and <br />WHEREAS, on September 27, 2021, at a duly noticed public meeting, the City <br />Council considered the Addendum together with the previously certified EIR, and <br />accepted oral and written testimony from interested parties; and <br />WHEREAS, having reviewed and considered the information contained in the <br />Addendum together with the previously certified EIR, all comments made at the public <br />meeting, and all other information in the administrative record, the City Council has <br />determined that all potentially significant environmental effects of the Exchange <br />Agreement Project were fully examined and mitigated in the previously certified EIR; and <br />WHEREAS, the Addendum was prepared pursuant to and in full compliance with <br />CEQA and the State CEQA Guidelines; and <br />WHEREAS, all other legal requirements for and prerequisites to the adoption of <br />this Resolution have been met/occurred. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, AS FOLLOWS: <br />ATTY/RESO.0076/CC RESO APPROVING ADDENDUM TO EIR FOR MAPLE ST EXCHANGE RESO NO. 15986 <br />REV: 09-22-2021 VR MUFF # 304, 609 <br />Page 2 of 4 <br />
