RESOLUTION NO. 15987 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY APPROVING A REAL PROPERTY EXCHANGE AGREEMENT <br />BETWEEN THE CITY OF REDWOOD CITY AND THE COUNTY OF SAN <br />MATEO FOR THE EXCHANGE OF A PORTION OF THE CITY -OWNED <br />PROPERTY AT 1469 MAPLE STREET [APN 052-398-010] FOR <br />COUNTY -OWNED PROPERTY AT 1580 MAPLE STREET [APN 052-532- <br />0201 <br />WHEREAS, the City of Redwood City and 1548 Maple LLC are parties to a <br />development agreement dated August 3, 2018, recorded in the Official Records of the <br />County as Instrument No. 2018-088890 ("Development Agreement"), with respect to the <br />development of a 131 -unit townhome project at 1548 Maple Street, Redwood City (the <br />1548 Maple Project"); and <br />WHEREAS, the Development Agreement provides, among other things, for 1548 <br />Maple LLC to construct, at its expense, three segments of an extension of Blomquist <br />Street from Maple Street to Redwood Creek, with two of the segments subject to City's <br />ability to acquire from the County of San Mateo the necessary right-of-way over certain <br />County -owned property; and <br />WHEREAS, in connection with City's approval of the 1548 Maple Project, including <br />the Development Agreement, the City certified an Environmental Impact Report ("EIR") <br />and a Mitigation Monitoring and Reporting Program ("MMRP") under the California <br />Environmental Quality Act ("CEQA") (set forth in Public Resources Code Section 21000 <br />et seq.); and <br />WHEREAS, to facilitate construction of a portion of the Blomquist Street extension <br />by 1548 Maple LLC as contemplated by the Development Agreement, City and County <br />desire to pursue a land exchange transaction under which City will transfer to County a <br />fee interest in an approximately 2.50 acre portion of the undeveloped City -owned property <br />at 1469 Maple Street ("City Property") for the approximately 2.00 acre County -owned <br />property at 1580 Maple Street, including the buildings and improvements thereon, which <br />include a former women's correctional center building, homeless shelter building, <br />portable building and parking facilities (collectively, the "County Property"); and <br />WHEREAS, the State Surplus Lands Act (California Government Code section <br />54220 et seq.) includes within the definition of "exempt surplus land", surplus land that a <br />local agency is transferring to another local, state, or federal agency for the agency's use; <br />and <br />WHEREAS, the County Property and City Property each qualify as exempt surplus <br />land under section 54221(f)(1)(D) of the State Surplus Lands Act; and <br />ATTY/RESO.0075/CC RESO APPROVING CITY COUNCIL MAPLE STREET EXCHANGE AGREEMENT RESO NO. 15987 <br />REV: 09-23-2021 VR MUFF # 301, 609 <br />Page 1 of 3 <br />
