RESOLUTION NO. 15988 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />1) ACCEPTING THE FY21-22 HAZARD MITIGATION GRANT PROGRAM <br />GRANT AWARD OF $809,925.00 FOR A TOTAL PROJECT BUDGET OF <br />$1,079,900.00 FROM THE FEDERAL EMERGENCY MANAGEMENT <br />AGENCY (FEMA) AND THE CALIFORNIA GOVERNOR'S OFFICE OF <br />EMERGENCY SERVICES (CAL IDES) AND AUTHORIZING THE CITY <br />MANAGER TO EXECUTE THE GRANT AWARD AGREEMENT AND <br />RELATED CONTRACT DOCUMENTS; AND 2) INCREASING CAPITAL <br />OUTLAY FUNDS — STORMWATER PUMP STATION REHABILITATION <br />FUND BUDGETED EXPENDITURES BY $269,975.00 AND THE OTHER <br />RESTRICTED DONATIONS/GRANTS FUND BUDGETED REVENUES BY <br />$809,925.00 AND BUDGETED EXPENDITURES BY $809,925.00 TO <br />ACCOMMODATE THE FY21-22 HAZARD MITIGATION GRANT PROGRAM <br />AWARD FROM THE FEDERAL EMERGENCY MANAGEMENT AGENCY <br />(FEMA) AND THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY <br />SERVICES (CAL OES) AND PROJECT IMPLEMENTATION <br />WHEREAS, on February 10, 2014, the City Council approved, by motion, the <br />agreement for professional services with Wood Rodgers, Inc. for storm system <br />modeling, capacity, and condition assessment, and master planning services for the <br />Eastern Low -Lying Area (ELLA). The ELLA Master Plan includes the groundwork for a <br />capital improvement program that prioritizes projects based on capacity, condition, <br />funding levels, cost benefit ratios, and the city's level of service expectations; and <br />WHEREAS, the ELLA Master Plan ranked storm water pump station improvement <br />projects as the highest priority among the identified capital improvement projects; <br />consequently, staff recommends they be implemented first. The Bradford storm drainage <br />pump station was evaluated and determined to need improvements (Project); and <br />WHEREAS, since 2016, in accordance with the City Council's Grant Management <br />directives, staff has been aggressively pursuing grant funding from FEMA to assist in <br />accomplishing City capital improvement goals and objectives. The FEMA Hazard <br />Mitigation Grant Program would allow the City to complete the Project work with no on- <br />going impacts on the City finance and administration; and <br />WHEREAS, On August 4, 2021, staff received an Award Letter from FEMA and Cal <br />OES approving a grant -funding budget for the total requested phase 1 Project cost of <br />$1,079,900.00. The Federal share is fixed at 75% of the Project cost, which is $809,925.00; <br />therefore, the City share of 25% of the Project cost is $269,975.00; and <br />WHEREAS, the City Council wishes to accept the grant, authorize the City Manager <br />to execute any required grant agreement and related contract documents, and transfer <br />funding in order to facilitate construction of the Project. <br />ATTY/RESO.0083/CC RESO APPROVING AN APPROPRIATION WITHIN THE RWC CAPITAL PROJECTS FUND — STORM WATER PUMP <br />STATION REHABILITATION FUND RESO NO. 15988 <br />REV: 10-07-2021 RL MUFF NO. 304 <br />Page 1 of 2 <br />
