Sarah Castillo, a recent Woodside High School graduate, said she supports the 50/50 <br /> balanced plan because housing opportunities in Redwood City and on the Peninsula are <br /> rare. She opined this can benefit the future and that studying this would be important. <br /> Foster Kinney, co-chair of the Roosevelt Neighborhood Association, said that his <br /> organization is scheduling meetings so that members can become informed and he asked <br /> that the study be initiated. <br /> Pat Walker was not present when called to speak but she made comments on her <br /> speaker card. <br /> Rigo La Guardia, representing the San Mateo Building Trade Council, said they support <br /> moving forward with a formal review of the application and to allow the City to proceed <br /> with the hiring of consultants to prepare detailed analyses, studies, and conduct outreach <br /> for a full evaluation process so that the community can express its views. <br /> Bonnie Miller asked the Council to begin the process with DMB Salfinrorks because the <br /> plan will address the flooding in the area that the city cannot afford to do itself. She said <br /> she works for the Salvation Army and that Cargill supports their kitchen which supports <br /> children in Redwood City, but she is not here to represent them. She said she is here <br /> because she believes they have a plan for the city. She also said she is the co-chair of <br /> the Friendly Acres East Bayshore Neighborhood Association and they voted to support <br /> this last year, but that she has spoken for herself and not for the association. <br /> Rich Panelli said he is a 35-year resident of Redwood City and is a co-founder of <br /> Sustainable Redwood City. He said he has spent a lot of time reading the proposals and <br /> overviews and attending the meetings. He said the guiding principles for the proposal and <br /> the General Plan are compatible. He encourages Council to move forward. <br /> Mayor Foust thanked the public for all the comments. <br /> Council discussed jurisdictional issues as well as the pros and cons of moving forward <br /> with a possible study of the proposal. Questions were posed about water resources, <br /> transportation and traffic. Senior Planner Lyon said that staff would need to come back <br /> with consultants to have such topics studied. Council asked about the bayfront <br /> designation and Mr. Lyon provided details. Council discussed doing a survey to poll the full <br /> community and not just consider those whose voices might be in the extremes. One <br /> Council Member shared excitement about starting this process. City Manager Ingram <br /> added that the developer will pay for the majority of this process, should Council approve <br /> studying the matter. <br /> As Council discussed the issue further it was pointed out that this cannot take precedence <br /> over the General Plan process. Council asked about the outreach, should this be <br /> approved, and Mr. Lyon provided details on what it would entail. He added that possibly <br /> this will include group distribution lists, affinity groups, boards commission and committees <br /> meetings, joint sessions and community meetings very similar to the General Plan <br /> process.
