<br />EXHIBIT " <br /> <br />BOTTOMLEY ASSOCIATES <br />URBAN DESIGN & CITY PLANNING <br /> <br />July 17,2009 <br /> <br />Blake Lyon, Senior Planner <br />City of Redwood City <br />1017 Middlefield Road <br />Redwood City, CA 94063 <br /> <br />RE: Peninsula Park - Site Plan Review and Refinement Services <br /> <br />Dear Blake, <br /> <br />As requested by the City of Redwood City, I will review the Schematic Site Plan submitted by <br />Pauls Real Estate Investment LLC (dated 6.12.09) for conformance with the policies, standards, <br />and guidelines of the Peninsula Park Precise Plan. Areas of inconsistency and needed site plan <br />modifications will be identified and summarized in a brief memorandum. The work includes <br />preparation a refined site plan(s) that meets precise plan requirements as well as applicant <br />objectives. <br /> <br />Cost for the work is estimated $12,500; the attached spreadsheet shows estimated tasks, hours <br />and costs, including related review meetings with City staff and the project applicant. We <br />anticipate that the initial site plan review and memorandum would be submitted to City staff on <br />or before July 24, with subsequent work tasks to be undertaken as directed. <br /> <br />Key issues are understood to be as follows: <br /> <br />Work Schedule: The applicant must proceed rapidly with the design and plan submittal <br />process to retain financing needed for project development. <br /> <br />Housing Types and Mix: The precise plan requires a mix of housing forms and tenure <br />types. These will need to be established and incorporated in a revised site plan. <br /> <br />Project Phasing: A phasing approach needs to be defined that allows near term-marketable <br />housing types to proceed in an initial development phase(s). <br /> <br />Please contact me with any questions or thoughts related to the proposed work outline.
