17060 P a g e | 6 <br />Proposal for Storm Drain Pump Station Improvements Projects <br />BRADFORD PUMP STATION <br />Task 2.10 – Environmental Compliance Memorandum <br />The environmental specialist subconsultant will provide environmental consultation services for design and <br />construction of the Bradford Pump Station. The environmental specialist subconsultant’s scope includes conducting <br />a preliminary site visit to identify regulatory jurisdictional areas and assess potential environmental compliance and <br />permitting requirements for the project area. This approach will help integrate potential impact avoidance and <br />protective biological measures with the design process to keep the project moving forward on schedule. A certified <br />wetland practitioner will conduct the site visit to help identify potential wetland indicators and whether a permit <br />from the USACE/RWQCB would be necessary. In addition, the environmental specialist subconsultant will assess <br />biological conditions at the site, and as necessary, map sensitive and regulated habitats and assess habitat <br />suitability for, and likelihood of occurrence of, special-status species. Other site conditions will be assessed to <br />evaluate whether USFWS or CDFW authorization would be required. <br />Following the site assessment, the environmental specialist subconsultant will develop a brief memorandum <br />summarizing which federal, state, and local regulatory permits may be required depending on the project design <br />and construction footprint. The memorandum will also discuss our team’s recommended CEQA compliance <br />approach. <br />Based on a high-level desktop review of probable federal and state jurisdictional areas and preliminary design <br />concepts, a preliminary approach to avoid and streamline the environmental permit process has been identified <br />through specific design features and site considerations which will enable the project to qualify for a CEQA <br />Categorical Exemption under Section 15303, Class 3(d), New Construction or Conversion of Small Structures, which <br />includes construction of new, small utility systems and/or facilities. The City will then prepare a Notice of <br />Exemption (NOE) pursuant to CEQA as a categorical exemption. <br />If this project does not qualify for CEQA Categorical Exemption, then additional CEQA Services and environmental <br />permits are still required, then the environmental specialist subconsultant will outline a strategy and approach to <br />obtain the required permits under the scope of Task 8.1 - Additional CEQA Environmental Permitting Services. <br />Deliverables: <br />Draft and Final Environmental Technical Memorandum <br />Task 3 - Alternatives Analysis and Preliminary Engineering Report <br />The consultant team will prepare a Preliminary Engineering Report (a.k.a. Basis of Design Technical Memorandum) <br />to summarize assumptions, findings, recommendations, and design criteria based on design standards and codes <br />for the Pump Station Improvements, for City review. <br />Task 3.1 – Alternatives Analysis <br />The Alternatives Analysis will begin with the site reviews of the Bradford Pump Station already conducted by the <br />consultant team. The consultant team will evaluate the pump station to understand the potential alternatives for <br />replacing the pump station. An Alternatives Analysis Report will be prepared to evaluate the potential benefits of <br />up to two configurations replacement at the pump station. <br />Alternatives Analysis for demolition, salvaging or rehabilitating the existing Bradford Pump Station will not be <br />considered. <br />The Alternatives Analysis will use preliminary design techniques to verify that only the minimum improvements <br />required to meet the desired design performance are built.
