REV: 10-14-2021 RL <br />D.Triennial Overfill Prevention Equipment Inspection and Testing (UST) <br />1.Consultant shall perform overfill prevention equipment inspection and testing on <br />a triennial basis for all USTs and in the presence of a County Inspector. <br />2.The Consultant shall give a minimum of 48-hour notice to the local regulatory agency. <br />Upon completion of testing, a detailed test report will be provided to both the City and <br />the County. <br />3.A certified UST/AST Service Technician shall perform overfill prevention equipment <br />inspection as required by Title 23 CCR Chapter 16, Section 2637.1 for all UST locations <br />to determine if the overfill prevention equipment is set and activates at the correct level. <br />4.The overfill prevention equipment inspection shall be conducted using an inspection <br />procedure that demonstrates that the overfill prevention equipment is set to activate at the <br />correct level specified and will activate when the regulated stored substance reaches that <br />level. These inspections shall be performed in accordance with the manufacturer’s <br />guidelines or standards. If there are no manufacturer’s guidelines or standards, the <br />overfill prevention equipment shall be inspected using an applicable method specified in <br />an industry code or engineering standard. If there are no applicable manufacturer’s <br />guidelines, industry codes, or engineering standards, an inspection method approved by a <br />state registered professional engineer shall be used. <br />5.The results of the overfill prevention equipment inspection shall be recorded on the <br />“Overfill Prevention Equipment Inspection Report Form” and submitted to the City and <br />County within 30 days of inspection and must include a copy of the inspection <br />procedure used and any documentation required to determine the results. <br />E.Annual Spill Container Testing (UST) <br />1.An ICC certified California UST Service Technician shall perform spill container testing, <br />on an annual basis and within 30 days of the date of the completion of a repair, as <br />required by Title 23 CCR Chapter 16, Section 2637.1 for all UST locations to determine <br />if the spill container is capable of containing spills until detected and cleaned up. <br />2.Spill container testing shall be performed in the presence of a County inspector. The <br />Consultant shall give a minimum of 48-hour notice to the local regulatory agency. <br />3.The spill container tests shall be conducted using a testing procedure that demonstrates <br />that the spill container is capable of containing the stored substance until it is detected <br />and cleaned up. These tests shall be performed in accordance with manufacturer’s <br />guidelines or standards. If there are no manufacturer’s guidelines or standards, the spill <br />container shall be tested using an applicable method specified in an industry code or <br />engineering standard. <br />4.The results of the spill container test shall be recorded on the “Spill Container testing <br />Report Form” and submitted to the City and County within 30 days of testing and <br />include a copy of the test procedure used and any documentation required to <br />determine the results. <br />F.Triennial Secondary Containment Testing (SB 989) (UST) <br />1.An ICC certified California UST Service Technician shall perform Secondary <br />Containment Testing as required by Title 23 CCR Chapter 16, Section 2637 every three <br />(3) years for each UST location in accordance with the manufacturer’s guidelines or <br />standards. <br />ATTY/AGR.2021.262/TEC Accutite (Page 15 of 19)
