<br /> <br />2021 Multijurisdictional Local Hazard Mitigation Plan <br /> <br />9.7 ISSUES <br />The planning team has identified the following drought-related issues: <br /> Alternative water supplies need to be identified and developed, as well as alternative strategies to allocate <br />and distribute existing water sources. <br /> Alternative techniques (groundwater recharge, water recycle, local capture and reuse, desalination, and <br />transfer) could stabilize and offset Sierra Nevada snowpack water supply shortfalls. <br /> Development of local or regional (BACSWA) drought-level indicators to correspond with Drought <br />Implementation Plans or other water conservation measures. <br /> Drought in the county could increase and expand fire-prone areas and adversely affect the timber <br />economy. <br /> Water planning should consider impacts of additional drawdowns on groundwater supplies as pressure on <br />surface water increases during drought. <br /> The effectiveness of long-term reliable water supply strategy projects, water conservation incentive <br />projects, and water system capital improvement project upgrades should be monitored. <br /> More studies need to be done regarding overall county water usage and how it relates to the economy to <br />prepare for a worst-case scenario drought. <br /> Planning must address the degree of future development in drought-prone areas. <br /> Drought frequencies and durations may increase due to climate change. <br /> Water conservation should be actively promoted, even during non-drought periods. <br /> Frequent or prolonged droughts may limit the County’s and community members’ ability to successfully <br />recover from or prepare for more occurrences. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />9-14
