<br /> <br />2021 Multijurisdictional Local Hazard Mitigation Plan <br /> <br /> Protect life and property, including protecting the health and safety of communities. <br /> Engage the whole community to better understand the hazards of the region and ways to reduce their <br />personal vulnerability to those hazards. <br /> Promote hazard mitigation as an integrated public policy and as a standard business practice. <br /> Integrate climate change strategies to increase resiliency of community lifelines (critical facilities) from <br />the impact of climate change. <br /> Protect and preserve the environment. <br /> Develop and implement hazard mitigation strategies that use public funds in an efficient and cost- <br />effective way. <br /> Develop hazard mitigation strategies that eliminate disparities and provide access to quality services for <br />all unserved, underserved, under-resourced, and ineffectively serviced individuals and families. <br /> Improve community emergency management capability. <br />The effectiveness of a mitigation strategy is determined by how well these goals are achieved. <br /> <br />20.3 OBJECTIVES <br />Each selected objective meets multiple goals, serving as a stand-alone measurement of the effectiveness of a <br />mitigation action, rather than as a subset of a goal. The objectives also are used to help establish priorities. The <br />objectives are as follows: <br />1. Improve understanding of the locations, potential impacts, and linkages among threats, hazards, <br />vulnerability, and measures needed to protect life, safety, and health. <br />2. Establish and maintain partnerships among all levels of government, the private sector, community <br />groups, and institutions of higher learning that improve and implement methods to protect life and <br />property. <br />3. Conduct culturally competent and transparent community outreach activities that: <br />a. Increase stakeholder awareness and understanding of hazard risk, mitigation options, and <br />preparedness strategies <br />b. Enable community members to inform risk assessment and ranking, prioritization of mitigation <br />actions and implementation measures and investments <br />c. Are clear on how they incorporate input throughout the process by providing regular reports. <br />4. Prevent or reduce mitigation-related disparities affecting under-served and under-represented <br />communities through plans, investments, and engagement. <br />5. Develop and provide updated information about threats, hazards, vulnerabilities, climate change, and <br />mitigation strategies to state, regional, and local agencies, as well as private-sector and <br />community groups. <br />6. Encourage incorporation of hazard mitigation measures into repairs, major alterations, new development, <br />and redevelopment practices, especially in socially vulnerable communities. <br />7. Promote and implement hazard mitigation plans and projects based on best available data and science that <br />are consistent with state, regional, and local climate action and adaptation goals, policies, and programs. <br /> <br /> <br /> <br /> <br />20-2
