<br />22.2.1 Benefit and Cost
<br />The action plan must be prioritized according to a benefit/cost analysis of the proposed actions (44 CFR, Section
<br />201.6(c)(3)(iii)). For this hazard mitigation plan, a qualitative benefit -cost review was performed for each action
<br />by assigning ratings for benefit and cost as follows:
<br /> Cost:
<br /> High—Existing funding will not cover the cost of the action; implementation would require new
<br />revenue through an alternative source (for example, bonds, grants, and fee increases).
<br /> Medium—The action could be implemented with existing funding but would require a re-
<br />apportionment of the budget or a budget amendment, or the cost of the action would have to be spread
<br />over multiple years.
