<br /> <br />2021 Multijurisdictional Local Hazard Mitigation Plan <br /> <br />hazard event can assist in protecting life and property of people, communities, and visitors. Local community <br />members and businesses can work together with the County to create a hazard mitigation plan that addresses the <br />potential impacts of hazard events. <br /> <br />The San Mateo County Multijurisdictional Local Hazard Mitigation Plan is the latest update to a hazard <br />mitigation plan for San Mateo County. In preparing it, the County has partnered with local cities and special- <br />purpose districts. One of the benefits of multijurisdictional planning is the ability to pool resources and eliminate <br />redundant activities within a planning area that has uniform risk exposure and vulnerabilities. The Federal <br />Emergency Management Agency (FEMA) encourages multijurisdictional planning under its guidance for the <br />DMA. The plan will help guide and coordinate mitigation activities throughout the planning area. <br /> <br />1.1.3 Purposes for Planning <br />This update identifies resources, information, and strategies for reducing risk from natural hazards. Elements and <br />strategies in the plan were selected because they meet a program requirement and because they best meet the <br />needs of the planning partners and their community members. This is not an emergency response or management <br />plan, although it can be used to identify weaknesses and refocus emergency response planning. The focus of this <br />plan is on better decision-making to avoid future risk and on activities that will eliminate or reduce current risks. <br /> <br />The planning effort identified risks posed by hazards and developed strategies to reduce the impact of hazard <br />events on people and property in San Mateo County. The plan was also developed to meet the following <br />objectives: <br /> Meet or exceed program requirements specified under the DMA. <br /> Enable San Mateo County to continue using federal grant funding to reduce risk through mitigation. <br /> Meet the needs of San Mateo County as well as state and federal requirements. <br /> Create a risk assessment that focuses on San Mateo County hazards of concern. <br /> Coordinate existing plans and programs so that high-priority initiatives and projects to mitigate possible <br />impacts of a disaster are funded and implemented. <br /> Establish an “equity lens” approach to this plan update process as an option for all planning partners (see <br />Section 2.2.3 for a description of equity and the equity lens). <br /> <br />1.2 WHO WILL BENEFIT FROM THIS PLAN? <br />All community members, visitors, and businesses in San Mateo County are the ultimate beneficiaries of this <br />hazard mitigation plan update. The plan identifies strategies and actions to reduce risk for those who live in, work <br />in, go to school in, and visit San Mateo County. It provides a viable planning framework for all foreseeable <br />natural hazards. Participation by key stakeholders in developing the plan helped ensure that outcomes will be <br />mutually beneficial. The plan’s goals and recommendations can lay the groundwork for development and <br />implementation of local mitigation activities and partnerships. <br /> <br />1.3 HOW TO USE THIS PLAN <br />This plan has been set up in two volumes so that elements that are jurisdiction-specific can easily be distinguished <br />from those that apply to the whole planning area: <br /> <br /> <br />1-2
