<br /> <br />2021 Multijurisdictional Local Hazard Mitigation Plan <br /> <br />6.2 LOCAL PLANS, REPORTS AND CODES <br />Plans, reports, and other technical information were identified and provided directly by participating jurisdictions <br />and stakeholders or were identified through independent research by the planning consultant. These documents <br />were reviewed to identify the following: <br /> Existing jurisdictional capabilities. <br /> Needs and opportunities to develop or enhance capabilities, which may be identified within the local <br />mitigation strategies. <br /> Mitigation-related goals or objectives considered during the development of the overall goals and <br />objectives. <br /> Proposed, in-progress, or potential mitigation projects, actions and initiatives to be incorporated into the <br />updated jurisdictional mitigation strategies. <br />The following local regulations, codes, ordinances, and plans were reviewed in order to develop complementary <br />and mutually supportive goals, objectives, and mitigation strategies that are consistent across local and regional <br />planning and regulatory mechanisms: <br /> General plans (land use, housing, safety, and open space elements) <br /> Building codes <br /> Zoning and subdivision ordinances <br /> National Flood Insurance Program flood damage prevention ordinances <br /> Stormwater management plans <br /> Emergency management and response plans <br /> Land use and open space plans <br /> Climate action plans <br /> Community wildfire protection plans <br /> <br />6.3 LOCAL CAPABILITY ASSESSMENT <br />All participating jurisdictions compiled an inventory and analysis of existing authorities and capabilities called a <br />“capability assessment.” A capability assessment creates an inventory of a jurisdiction’s mission, programs, and <br />policies, and evaluates its capacity to carry them out. This assessment identifies potential gaps in the jurisdiction’s <br />capabilities. <br /> <br />The planning partnership views all core jurisdictional capabilities as fully adaptable to meet a jurisdiction’s needs. <br />Every code can be amended, and every plan can be updated. Such adaptability is itself considered to be an <br />overarching capability. If the capability assessment identified an opportunity to add a missing core capability or <br />expand an existing one, then doing so has been selected as an action in the jurisdiction’s action plan, which is <br />included in the individual annexes presented in Volume 2 of this plan. <br /> <br />Capability assessments for each planning partner are presented in the jurisdictional annexes in Volume 2. The <br />sections below describe the specific capabilities evaluated under the assessment. <br /> <br /> <br /> <br />6-6
