<br /> <br />2021 Multijurisdictional Local Hazard Mitigation Plan <br /> <br />mitigation, and community preparedness to save lives and minimize the impact of natural hazards on a <br />community. <br /> <br />6.3.7 Development and Permitting Capability <br />Identifying previous and future development trends is achieved through a comprehensive review of permitting <br />since completion of the previous plan and in anticipation of future development. Tracking previous and future <br />growth in potential hazard areas provides an overview of increased exposure to a hazard within a community. <br /> <br />6.3.8 Adaptive Capacity <br />An adaptive capacity assessment evaluates a jurisdiction’s ability to anticipate impacts from future conditions. By <br />looking at public support, technical adaptive capacity, and other factors, jurisdictions identify their core capability <br />for resilience against issues such as sea level rise. The adaptive capacity assessment provides jurisdictions with an <br />opportunity to identify areas for improvement by ranking their capacity high, medium, or low. <br /> <br />6.3.9 Integration Opportunity <br />The assessment looked for opportunities to integrate this mitigation plan with the legal/regulatory capabilities <br />identified. Capabilities were identified as integration opportunities if they can support or enhance the actions <br />identified in this plan or be supported or enhanced by components of this plan. Planning partners considered <br />actions to implement this integration as described in their jurisdictional annexes. <br /> <br />6.4 HAZARD MITIGATION CAPABILITIES FOR FUTURE DEVELOPMENT <br />The identification of hazards of concern and the areas that they affect allows local communities to review <br />expected future development to assess whether it would be at risk from those identified hazards. Avoiding such <br />future risk is a core element of local hazard mitigation. Through the capability assessment described in <br />Section 6.3, all planning partners identified their ability to address risks to future development posed by identified <br />planning area hazards of concern. <br /> <br />San Mateo County and all incorporated cities included in this hazard mitigation plan have general plans, adopted <br />under state law, to ensure that their governing bodies take actions that the community has determined to be the <br />most orderly, beneficial, and supportive of the community vision. Decision-makers will guide development <br />through the application of broad-based strategies to every issue pertaining to growth. These strategies provide <br />direction to public and private planning processes, with guidelines for making consistent rational decisions for <br />future development. The County intends to discourage development in vulnerable areas and to encourage higher <br />regulatory standards on the local level. <br /> <br />All planning partners have committed to link their general plans to this hazard mitigation plan. This will create an <br />opportunity for wise land use decisions as future growth impacts hazard areas. The partners all reviewed their <br />general plans under the capability assessments performed for this effort. Deficiencies identified by these reviews <br />can be identified as mitigation actions to increase the capability to deal with future trends in development. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />6-8
